Mr. Allen is a Managing Director in Houlihan Lokey’s Aerospace•Defense•Government practice, overseeing the firm’s government services clients. During his more than two decades in investment banking, he has been involved in more than 150 deals with and for Fortune 500 and middle-market companies. Mr. Allen is based in the firm’s Washington, D.C., office.

Mr. Allen’s transaction experience prior to joining Houlihan Lokey includes some of the biggest names in the aerospace, defense, and government services markets, such as AECOM; CACI; General Dynamics Corp.; Honeywell International Inc.; Lockheed Martin Corp.; ManTech International Corp.; Raytheon Co.; SAIC; The Carlyle Group; TransDigm Group, Inc.; and Veritas Capital.

Mr. Allen was Co-Founder and CEO of Bluestone Capital Partners prior to its merger with Houlihan Lokey in 2017. Prior to co-founding Bluestone, Mr. Allen was Co-Owner of Windsor Group, LLC, before it was acquired by BB&T Corp. in 2005.  Before joining Windsor Group, Mr. Allen was President of Quarterdeck Investment Partners, an investment banking firm focused on the aerospace, defense, and government market. He helped lead Quarterdeck from a start-up to the eventual sale of a minority position to Jefferies & Co.

Mr. Allen has received many industry accolades, including Investment Banker of the Year honors from the Association for Corporate Growth. He is also frequently interviewed as an investment banking and industry expert and has had articles and quotes published in Barron’s, Washington Technology, Aviation Week, Defense News, Washington Business Journal, The Deal, and The Washington Post, among many others. Mr. Allen has also briefed members of Congress and congressional committees on issues important to small and middle-market businesses in the defense and government services sector.

Mr. Allen has served on boards of multiple businesses and charitable organizations, including BB&T Capital Partners | Windsor Mezzanine Fund; GAP Solutions, Inc.; Northern Virginia Family Services; Northern Virginia Technology Council; and Sentech, Inc. He currently serves on the boards of CIS Secure Computing and Iron Bow Technologies.

Mr. Allen holds a B.A. in Political Science from the University of Florida and an MBA from American University.
