Paul Zein

Vice President

Mr. Zein is a Vice President in Houlihan Lokey’s Financial Restructuring Group. He specializes in advising governments, state-owned enterprises, and EM credit investors, with a focus on sovereign debt restructurings, financial sector restructurings, financing and privatization assignments, and macro-policy advisory mandates. Mr. Zein is based in the firm’s Paris office.

Mr. Zein’s notable engagements prior to joining Houlihan Lokey include advising the Lebanese government in its negotiations with the IMF over an EFF program and on the design of a financial sector restructuring strategy; assisting the Kingdom of Bahrain in the design of it macro-fiscal framework; assisting the government of the Republic of Sudan on its HIPC process and Paris Club debt treatment; providing strategic advisory to Ukraine’s Deposit Guarantee Fund; advising Serbia’s Minister of Finance on the privatization of Komercijalna banka; assisting Senegal’s Petrosen in the financing of its equity stake in the Sangomar project; advising A.P. Møller Capital in its acquisition of a stake in Arise Ports and Logistics; and advising Jumia on its pre-IPO private placement. 

Prior to joining Houlihan Lokey, Mr. Zein was part of Lazard’s Sovereign Advisory Group. He started his career at Credit Suisse in the EMEA Financial Institutions Group, based in London.

Mr. Zein holds a B.S. in Economics from Sorbonne University, a Master in Management from HEC Paris, and a Master in Public Administration from Sciences Po Paris.
